When a review is initially posted, a quality rating request is sent to the site staff. Quality rating requests are also sent when when a review is edited.
If it's been a week since a quality rating request was sent, a reviewer can get the quality rating request more attention by clicking the "buzz quality rating request" button on their reviews page (after which you must wait another week to buzz it again).
If a reviewer does not like the quality rating they received, they can request a another quality rating by sending another quality rating request. These "second opinion" quality rating requests cannot be answered by staff members that have already quality rated that review.
To prevent spamming of the quality rating request system, no quality rating request is sent when a review that has no quality rating is edited.
NOTE: Editing a review nullifies all existing quality ratings.
